Transformation of the powers of the government of the Russian Federation in the context of modern challenges

The article examines doctrinal and legal approaches to defining the concept of "pow-ers of the Government of the Russian Federation". A synthesis of normative, practical and compara-tive analysis of the powers of the Government of the Russian Federation is proposed, the grounds and criteria for classifying powers are considered. Particular attention is paid to the adaptive nature of the powers of the Government of the Russian Federation in modern conditions, including crisis situations such as the COVID-19 pandemic, sanctions pressure, as well as accelerated technological transformation, in particular digitalization. The risks of shifting the balance between the executive and other branches of government, which can lead to the erosion of constitutional boundaries of competence, are considered.
