Transformation of economic activity timing for population of northern border regions of Karelian Republic

One of the actual problems of contemporary Russian demography is its aging population, which negatively affects the level of potential labor reproduction in different Karelian territories. The aim of the study is to develop institutional innovations aimed at the improvement of employment efficiency among population older than the working age in the Republic of Karelia in conditions of aging population and decline of labor force. Using sociological methods for information gathering and mathematical data processing methods we identified the main demographic and socio-economic factors transforming the timing of economic activity of the population older than the working age. It is proven that in conditions of general aging of the population, reduction of the share of the working-age population, migration of the most active groups some institutional innovation aimed at stimulation of their economic activity are necessary. They could be introduced through a set of complex institutional conditions instrumental in labor force adaptation and effective realization of labor force potential. Some mechanisms targeting improvement of the institutional environment facilitative in reproduction and realization of labor potential of the population of the third age are proposed.
