The paper gives a description of three assessment systems of qualifications which arose in the Russian labour market - professional standards, education standards and the independent qualifications evaluation and number of normative documents that define the situation. Analogous to this approach to establishing professional requirements for employees are the qualification evaluation systems of several foreign countries, particularly the United States. This raises the problem of bringing existing systems of getting and evaluating the qualification in accordance with the requirements of the new regulations, which requires another time revision of work programs by educational institutions. In addition, the problem is the harmonization of requirements to qualification of employees for each rating system, the coordination of the development and changes in the system, ensuring the consistency of the composition and content of assessment tools.
