Labor Process as a Platform for Strengthening Public Officer Motivation: Theoretical Contradictions and Synthesis of Scientific Thought

The article examines the problem of maintaining and developing the motivational component of civil servants in the structure of personnel policy. The unique situation arising from the need to provide a motivational component in the state system against the background of overcoming external challenges faced by the national economy of the Russian Federation is explored. The author studied the theoretical contradictions that occur among Russian researchers in the field of personnel system improvements for the public sector. Some scientific views were combined by the author because of the identity or prospects of application in Russian practice. The study of theoretical prerequisites proposed by theoretical scientists from other countries allowed the author to identify differences between Russian and foreign scientific thought on the problem under consideration, as well as promising theoretical approaches for the national economy of the Russian Federation and the personnel policy of the state system, which deserve to be developed by the Russian scientific community and applied in practice. Taking into account the existing contradictions and promising theoretical solutions, the author managed to synthesize scientific thought while analyzing the degree of applicability of theoretical tools of motivation in the personnel policy of the Russian state system. The author further summarized and specified the results of the systematization of the identified theoretical tools that are most suitable for Russian practice. This was done in relation to the expediency and necessity of developing scientific thought in the search for solutions to effectively utilize these tools in overcoming the external challenges faced by the national economy. It was also found that the synthesis of scientific thought, taking into account the specifics of the development of national economy and the need to have the motivation in the personnel policy of the public sector, can lead to the formation of new scientific schools, paradigms, innovative methods and other theoretical concepts that can enhance the degree of stability of the state system in any conditions.
