Involving orphans and children without parental care in resolving issues affecting their interests: resources and risks (case of St. Petersburg)

The authors analyze the experience of institutions of St. Petersburg in involving orphans in solving issues affecting their interests, as well as identifying resources and risks along the way. The research methods were expert interviews and analysis of official reports, websites of institutions and authorities, analysis of social projects implemented by non-profit organizations and state institutions of St. Petersburg. The data obtained indicate significant resources (information, personnel, material and technical, scientific, etc.) to promote the idea of the par-ticipation of children without parental care. The difficulties of the participation of orphans are often caused by the regime of institutions, as well as the stereotypical attitude of adults towards children as objects of care.
