Participation in managing state affairs and public participation as models of constitutional and legal behavior

The article considers such type of constitutional and lawful behavior as participation which is divided into participation in administration of the state and public participation. It is noted that the Russian model of public participation is based on the so-called expert-bureaucratic type. It indicates the right-forming character of the constitutional-lawful conduct, since it is connected with the exercise of democracy. The concept of "constitutional participation" is proposed, as a narrower and concretizing concept, which has its own content and a number of distinctive features in relation to constitutional and legal behavior.
