At comprehensive study of interactions of City Councils and provincial administration of Central Volga area it is necessary to consider social and economic development of the cities of this region. First of all it should be noted that in post-reform Russia there was an intensive economic development of the city centers. On rates of an urbanization Central Volga area occupied one of the leading places in Russia. Generally governors carried out interaction with City Councils through the mayor as for someone another, including the member of city board, it was strictly forbidden to contact with the governor besides excluding this official. The autocratic power perfectly understood what exactly the cities are sources of discontent and a distemper, oppositional and revolutionary moods and therefore sought to keep under control all city affairs. The imperial power was compelled to maneuver in this connection broader rights according to the solution of the city were granted to bodies of city self-government, but the state accurately stipulated and regulated the list of questions which City Councils were obliged to coordinate with the governor, and also the list of those directions on which the governor was obliged to control.
