The relevant decrees of the Presidium of the Supreme Soviet of the USSR, the Criminal Code of the RSFSR, archival materials, scientific works on the stated topic are analyzed. It is noted that, in general, the Soviet legislator retained the concept of criminal law policy based on a class basis, while the tendency to increase criminal penalties dominated.
