Managing reginal digital resilience based on industry specialization

In the context of global shocks, geopolitical tensions, and digitalization, the concept of digital resilience is becoming increasingly significant for ensuring national security, economic growth, and social welfare at the regional level. However, regional digital resilience has been given limited attention in Russian academic literature and policy documents, both at the federal and regional levels. This study aims to refine the conceptual framework and develop a three-level model of regional digital resilience based on a holarchic approach, creating a differentiated set of tools for managing digital resilience that takes into account regional industry specialization. The central hypothesis is that the selection of digital resilience management tools for a Russian region depends on its industry specialization, which shapes its socioeconomic development, digital capacity, industry maturity levels, and specific digital threats and vulnerabilities. The methodological framework used in this research incorporates content analysis, logical deduction and induction, and systems analysis. The statistical database is formed by the data from the National Research University Higher School of Economics (HSE), as well as reports from international organizations and consulting agencies. The contributions made by the research include: tracing the evolution of the concept of sustainable development towards digital resilience; systematizing problems and operational tools for managing sustainable development; and expanding the conceptual understanding of regional digital resilience to include three interconnected characteristics: developmental direction, operational capacity in digital environments, and requirements for digital solutions and systems. The research also systematizes factors influencing digital resilience across different types of regional industry specialization and develops a matrix of management tools aligned with digital resilience components and their significance based on specialization patterns. The research findings can be used by federal and regional authorities to formulate digital transformation strategies, as well as socioeconomic and sustainable development programs.
