Management of quality of professional education quality in the universities and the secondary specialized educational institutions in the transboundary region

The article reveals the role of professional standards as documents of a new type in the development of the National Qualifications System, a comprehensive assessment of the demand for graduates of educational organizations of certain qualifications. The issues of understanding and applying the concepts are actualized: qualification, its scope, content, qualification level, as well as their application in the sphere of labor and in vocational education. The interrelation of the introduction of professional standards and the provision of quality guarantees for the preparation of graduates of higher and secondary vocational education as qualified labor resources for enterprises and organizations of all sectors of the economy and forms of ownership is shown. The discussed scientific and educational issues are considered on the basis of the analysis of legislative and regulatory documents on the modernization of the national vocational education system in synchronization with the requirements of international standards and principles of quality assurance of vocational education. Using the experience of managing the quality assurance of higher and secondary vocational education in the transboundary regions of the Trans-Baikal Territory and the Republic of Buryatia, the example reveals the mechanisms for improving the quality of training graduates of higher and secondary vocational education in the new institutional conditions of quality assurance for vocational education.
