Management of municipal property: approaches and directions of transformation (example of Perm city)

In the article, the author examines the economic transformations in the management of municipal property, presented by various scientists in accordance with the current regulatory framework. Various transformations with property are considered, including with land plots as territories of a municipality. Processes for increasing property are being studied, incl. inclusion of nearby territories, an increase in infrastructure facilities (roads, bridges, crossings), social sphere (schools, kindergartens, hospitals). The aim of the study is to identify signs of the need for transformations and new approaches to the management of municipal property, both from the economic and from the social side. The methodological basis of the study was made up of several works by Russian authors dealing with the problems of managing the property of municipalities. It was revealed that the Russian model of municipal property management, in general, is close to the European model. In connection with the deterioration in the demographic situation, it is proposed to return to the established practice of keeping the number of residents living in the urban territory at a certain level (more than 1.0 million people), by increasing the territory of settlements nearby the city and implementing their comprehensive development in new territories as part of a single municipality.
