This study examines the problem of managing culture and the development of cultural industries in the modern social paradigm. The purpose of the article is to show the existence of a deep internal interdependence between the transformations of the spiritual foundations of culture, society, the laws of economics and changes in the style and forms of cultural management. In order to define new strategies and forms of cultural management, the article examines some aspects of this highly complex and largely self-governing process. The article shows its internal inconsistency of the process of managing culture, which has been repeatedly strengthened by modern changes in all spheres of social life. The study of modern conditions for the development and management of culture, the fundamental nature of the changes taking place in it led to an appeal to the paradigmatic approach. The article presents the concepts of paradigm, examines the signs of the systemic nature of the ongoing transformations of culture, summarizes the state of modern culture and society as a process of changing the social paradigm, or transculturation. The study is based on the scientific position of a number of authors, in particular, F. Capra and P.L. Louise, developing the ideas of T. Kuhn's paradigmatic concept. The concept of social paradigm and some variants of definitions of the modern type of culture are considered. The text of the article presents the positions of a number of authors regarding the role and importance of cultural industries in the formation of innovative models of cultural management. The integrative nature of cultural industries is shown, expressed in the ability to combine economic and cultural issues in a single field. As a result of work on the stated topic, it became obvious that a complex set of problems in the management of culture was generated by its profound transformation taking place today. The author comes to the conclusion that for the modern post-industrial society, planning for the future has lost its certainty and has acquired the character of probabilistic nonlinear development. In this regard, in the management of modern culture, it is important to flexibly combine reasonable regulation and elements of network cooperation.
