Governance of the regional higher education systems in Russia: possible approaches

This article is aimed at forming the typology of regional higher education systems in Russia as the basis for formulating higher education management models in the region. The research described in the article solves the problem of searching for managerial solutions the use of which would facilitate the coordination of university activities with the regional development tasks. During the research we analyzed the current state of higher education systems development in the regions and formulated their typology based on functional and market orientation of educational institutions. Further comparison of analysis results with the level of social and economic development of the region allows for evaluating the degree to which the current state of regional higher education systems meets the requirements of regional development. Frim the point of view of applied results the value of this work is in defining and describing regional higher education systems in Russia as an object of state management. The research described in the article can develop further into a discussion of concrete managerial tools and mechanisms that can be used for the development of Russian higher education system considering regional context.
