The article considers the problems of state and public management in the sphere of the general education as a whole, where involvement of social institutions into the formation of the assessment of the quality of education is very important. The mechanisms of the state and public assessment of the quality of education are the analysis and examination of documents and materials, the results of which are realized in the form of accreditations and ratings. While introducing the electronic educational environment at the schools of the Republic of Buryatia, the compliance of educational services and their results to the public expectations becomes the subject of the assessment of the quality of education. It is necessary to develop the model of the public assessment of quality of education at municipal and regional levels, which shall reveal the index of consumers' content in educational sphere.
