Ural State University: on the path to total information and technology-based management

The author of the present article analyses the obstacles for university information and technology-based systems of management, both subjective and objective. As higher education system moves towards market conditions, the accurate informational analysis and account is needed; the usage of local university management programs and program complexes assists to gain this goal.
