The article analyzes the contradictions in the definitions of the cadastral value (CV) available in the Russian legislation. The ways of improving its methods of assessment for real estate and land, taking into account the duality properties of the cadastral value. We present an approach to the estimation of the CV, based on the account of the territorial risks and principles of the separation of functions assessment participants.
