Conditions and Factors for the Development of Public-Private Partnership in the Russian Federation

The relevance of the research is determined by the need for further development of public-private partnership (hereinafter – PPP) in the Russian Federation, taking into account changing conditions and factors determining the dynamics and effectiveness of this process. The author analyzes modern interpretations of PPP using an evolutionary approach to identify the prerequisites for its emergence and substantiating the dependence of the development of partnership between government and business on objective and subjective conditions that change, in turn, as the economic system transforms. The author concludes that the activity of the PPP mechanism has been increasing in recent years in the Russian economy due to forming main conditions and this process has been favorable for business market relations and a strong state. The use of factor analysis has made it possible to identify groups of internal and external factors, each of which affects the development of PPP in a certain way, mainly stimulating or hindering this process, but some have a multidirectional effect. The practical significance of the research lies in the development of tools to offset the negative impact of factors on the development of the mechanism of PPP and enhance the positive impact, which makes it possible to increase the investment attractiveness of PPP and the sustainability of the production of socially useful goods. The results of the work can be used by PPP support centers in the regions of the Russian Federation while planning activities to scale up government-business cooperation.
