In modern Russian preschool education, one of the most important problems is creating the conditions for the inclusion of children with disabilities into the educational process and providing them the opportunity to educate next to their place of living. The article contains a report on the work of the scientific and methodological center that operates within the «Program for the Development of Innovative Processes in Preschool Educational Organizations, General Educational Organizations, Professional Educational Organizations and Institutions of Additional Education of the Ulyanovsk Region (2015-2020)». The article proposes the universal model for optimizing the conditions of inclusive education, implemented on the basis of a specific preschool educational organization.
