The article focuses on the development of technology for mastering foreign language oral speech by primary school students. Based on the provisions of the theory of primary foreign language education, the conditions for the formation of dialogical communication skills and social development of younger school students as the basis for their personal development and independent foreign language speech are considered. The article substantiates the position that the technology of formation of foreign language communication skills should be built taking into account the selected conditions.
