Establishment of environmental quality standards at the regional level

The article discusses issues related to the implementation by the constituent entities of the Russian Federation of the authority to establish environmental quality standards, containing the relevant requirements and standards not lower than the requirements and standards established at the federal level. The significance of these standards and the purpose of their establishment, examples of their normative consolidation in the legislation of the constituent entities of the Russian Federation are analyzed. The author comes to the conclusion about the need for the practical implementation of the powers under consideration, taking into account the industrial development of the region, taking into account the natural and socio-economic conditions of the region; legal regulation of this issue in the Environmental Code or the Law of the Subject of the Russian Federation "On Environmental Protection". The need to take into account the relationship between environmental quality standards and standards of permissible environmental impact when establishing the standards under consideration is noted. The author makes a proposal to consolidate public participation in the exercise of the powers under consideration by the constituent entities of the Russian Federation.
