Officially, the cathedral was considered a cathedral, but cathedral services were rarely held in it. The concern for the safety of the property of the cathedral lay with the commandant’s department of the fortress, technical supervision of the maintenance of the building of the Peter and Paul Cathedral was carried out by the Construction Office of the Ministry of the Imperial Court. And in 1859, the Peter and Paul Cathedral was transferred from the jurisdiction of the diocese to the Court Construction Office of the Ministry of the Imperial Court.
