Influence of progressive dynamics of agglomeration functioning on the development of the region (on the example of the Republic of Tatarstan)

The regional development in modern conditions is characterized by a high degree of the uncertainty in macroeconomic parameters and as a consequence by an instability of the ongoing dynamic trends at the meso-level of socio-economic systems and it requires the implementation of a strategic approach to system management of the mentioned types. This circumstance found the reflection in the existing legal and regulatory acts, including the Federal law of June 28, 2014 № 172-FZ “On the strategic planning in the Russian Federation” and the Law of the Republic of Tatarstan from March 16, 2015 № 12-ZRT “About the strategic planning in the Republic of Tatarstan” and the Law of the Republic of Tatarstan of March 15, 2015 № 40-ZRT “On the approval of strategy of social and economic development of the Republic of Tatarstan till 2030”.
