In the modern world, human capital plays a decisive role both in achieving competitive advantages and ensuring the quality parameters of economic growth, acting not only as the main driving force of the socio-economic development of modern society, but also as the basis for building a new economy, the economy of knowledge, innovation, global information systems and the latest technologies. Having the right incentives for the state and firms to effectively use human capital is very important for the development of the economy. The problem of human capital leakage shows that public policy makers are unable to cope with the situation in the labor market or to influence the forces that influence migration.
