Influence of transformational processes in economy on innovative and investment development of the agricultural and industrial complex of Russia

Agriculture has a special place in economy of the country. Life forms (animals and plants), and land which is able to restore its qualities are the main means of production. The production processes require for permanent perfection of the technological aspects. It is possible only by introduction of the results of R&D efforts. A retrospective analysis of innovative development showed the situation was in poor status for a long time. The total amount of institutions having conducted researches decreased on 11% since 1992 till 2016, including 19% reduction of the scientific-research organizations. The staff was reduced more than two times. This situation affected the level of agrarians supply with innovative solutions that could guarantee high yields and increases in livestock. Sectorial scientific institutions had a low level of financing support in a period of market relations start-up.
