Internal university ranking as a factor in the rational allocation of financial resources

In the context of limited government funding and growing demands on the quality of education, the introduction of effective resource allocation mechanisms is becoming a priority for universities in the Kyrgyz Republic. The article considers the intra-university rating as a tool for strategic management and rational allocation of financial resources. The practices of the leading universities of the Kyrgyz Republic (M. Ryskulbekov KEU, KTU "Manas", Zh. Balasagyn KNU, Osh State University) are analyzed, in which the rating assessment of departments affects financing, motivation and development. The relationship of ratings with the concept of performance-based budgeting is substantiated. A comparative analysis with the systems of Kazakhstan and Uzbekistan has shown the high efficiency of integrating ratings into financial planning. Recommendations on the digitalization of rating processes, the introduction of KPIs and increasing the autonomy of universities are proposed. The intra-university rating is presented as a key element of the "University 4.0" model, contributing to increasing transparency, efficiency and sustainability of the higher education system in Kyrgyzstan.
