Problems the Federal Service of the National Guard of the Russian Federation of guns control purchased for hunting purposes

On the basis of law enforcement practice, the provisions of the Federal Law On Weapons and departmental regulations defining the powers of the Federal Service of the National Guard of the Russian Federation to control the circulation of weapons are critically assessed. The article analyzes the right to purchase weapons with a rifled barrel by citizens of the Russian Federation who, in accordance with the established procedure, have been granted the right to hunt, provided that they are engaged in professional activities related to hunting. Legal problems were identified in the implementation by authorized officials of the administrative procedure for the cancellation of a license (permit) to acquire (store and carry) weapons with a rifled barrel when establishing the fact that there are obstacles to the possession of weapons and ammunition by citizens - owners of weapons, including the establishment of the fact that there are circumstances, excluding the possibility of a citizen obtaining a license and (or) permission. Changes are proposed to the federal law On weapons aimed at improving the legal framework for the circulation of civilian weapons with a rifled barrel, strengthening the functions of controlling the circulation of weapons of the Federal Service of the National Guard of the Russian Federation.
