Questions of theory and methodology of improving the efficiency of public procurement as a financial and economic tool

Achieving the global goals of socio-economic development of the country is possible in conditions of their provision with effective tools. One of them is the public procurement system, which, in conditions of macroeconomic instability, performs the functions of stimulating and anti-crisis regulation of production processes at the regional level. As an element of the financial structure, public procurement is a complex of special economic relations between the elements of the financial structure of the state in relation to the distribution and use of state municipal financial resources through the functions of state and municipal bodies to solve socio-economic and other tasks. The object of the article's research is public procurement. The subject of the research is theoretical and methodological aspects of improving the efficiency of public procurement as a tool for achieving the goals and objectives of socio-economic development of the state. The article presents scientific and theoretical approaches to the study of public procurement based on the systematization of theories and concepts in the field of instrumental ensuring the effectiveness of public administration. The content of the indicated approaches is presented, taking into account the versatility of procurement at the present stage of development of a strategic approach to public procurement management. The author's concepts related to the system of public procurement, public procurement, the mechanism of implementation of public procurement, the business process of public procurement are considered. Based on the analysis of scientific and theoretical data, the criteria for the effectiveness of public procurement are presented. The features of public procurement as an object of regulatory regulation are revealed.
