Initiation of criminal proceedings and initiation of criminal prosecution: problems of correlation

The article examines the problems of the correlation between the initiation of criminal proceedings and the initiation of criminal prosecution, their concept, essence and meaning, goals and grounds for their differentiation, prerequisites for their integration. The author suggests to focus on the issue of the need not so much for the stage of initiation of a criminal case, as for the implementation of procedural activities before the start of criminal prosecution, that is, before the appearance of the defense in the case.
