Impact of an adverse environment as a basis for recognizing citizens in need for social security

The article discusses the points of view of scientists conducting research on the issue of determining the subject composition that has the right to social security of the Russian Federation. Such categories as socially needy, disabled, socially vulnerable are considered. Separately, it is proposed to separate the categories of citizens living in territories with an unfavorable environmental situation, and classify them as socially vulnerable, entitled to special protection by the state. The article raises an important topical issue of the lack of a single codified act on the social security system in the Russian Federation, which aggravates the problem of determining the subjective composition of legal relations arising from the exercise of the right to social security. It is also proposed to classify social risks as factors such as production and environmental-climatic. The author substantiates the need to consolidate in the codified act “On the Social Security System in the Russian Federation” the constituent entities entitled to state support to separate such categories as “socially needy” and “socially vulnerable”. The types of social risks that give rise to the right to social security should be established, among which the fact of adverse effects on human health due to industrial emissions into the environment should be highlighted, the types of social support measures to be included in the social security system should be defined as MCP ( monthly cash payment) to a source of income provided to citizens living in special territories, that is, in territories with special environmental and climatic problems.
