Possibility of transition of state property to municipal (on the example of the city of Perm)

The article aims to show the need to apply a modern attitude to change property rights. The article is based on the collection, analysis, synthesis and processing of data on land plots in Perm. Based on the tasks set, an approximate work plan is developed for the transfer of state property to municipal property. The city of Perm is a large center in which it is possible to increase municipal property. The main emphasis of property management is on its use. The author adheres to the theory of the need for institutional changes that can affect municipal property.
