University research as condition of economic progress and basic skills development algorithm

Being concentrators of intellectual capital linked to research activity, universities are able to form a favorable condition to economic progress. In this paper, a conceptual analysis of this condition is undertaken. The widely-accepted idea that universities should serve the demand of business environment is evaluated critically. This idea seems to be incorrect because academic foresight exceeds economic foresight. It is shown that to facilitate economic progress the research-based intellectual capital should be used for outlining directions of long-term development of economy and the relevant guidance of businesscommunity representatives via educational programs and consulting. This is possible when the quality of conducted research is high. The requirement is improvement of education of beginners in science, particularly, with the proposed algorithm for development of basic skills related to publishing activity.
