Interaction between public chambers of municipalities and public chambers of constituent entities of the Russian Federation

Introduction: the article is devoted to the problems of interaction between the public regional and municipal levels. The study of interaction between the public chamber community and public chambers of the municipal level is due to the development of the institution of public control. The paper presents the results of a comprehensive analysis of the mechanisms of interaction between the public chambers of the constituent entities of the Russian Federation and the public chambers of municipalities. Materials and Methods: the author analyzed the forms of interaction between regional public chamber and municipal public chamber on the web sites of the public chambers of the entities of the Russian Federation. The documents on interaction between public chambers of municipalities worked by public chambers of the Russian entities found the empirical base of the study. Results: the author found that the legislation of the Russian Federation did not provide a detailed mechanism of interaction between public chambers of the regional and municipal levels, which created legal uncertainty. The study revealed that the lacunae in the legal regulation of public relations on the interaction of public chambers at the regional and municipal levels were eliminated by concluding an agreement. The article presented an analysis of modern practices of interaction between public chambers of the subjects of the Russian Federation and municipalities, as well as existing scientific ideas about such interaction. Discussion and Conclusions: the author proposed to introduce into the legislation of the Russian Federation certain regulatory decisions aimed at improving the efficiency of interaction between public chambers, taking into account their functions and role in the organization of civil society institutions.
