The relationship between the parents and the psychological, medical and educational commission as a pivotal factor in effective inclusive education: all-Russian monitoring results

Psychological, Medical and Educational Commission (PMEC) is a mechanism that can be regarded as a part of inclusive education. However, like any mechanism, PMEC is imperfect. The most common challenge of the Commission is its interaction with parents, namely parental disagreement with the recommendations of the Commission, providing parents with an incomplete or incorrect set of documents, the disrespectful attitude of parents to the Commission, the disrespectful attitude of PMEC members to parents, that leads to mutual complaints of the Commission and the parents. The study focuses on this issue. The research presents the findings of the all-Russian monitoring of the central and territorial Psychological, Medical and Educational Commissions and the representatives of the executive authorities in the constituent entities of the Russian Federation. They allow the researcher to describe the scale of the problem and offer several solutions to it.
