In Russia, until relatively recently, the concept of “poverty” was not universally recognized. Studies of poverty, impoverishment of the population were widely considered from socio-demographic positions. We presented the relationship of cash incomes, the poverty of the population of the Tomsk Region of Russia in the context of its regionalization with the number of registered patients with drug addiction and alcoholism in these territories. The effect of poverty, calculated according to the methodology adopted in Russia, on the dynamics of the contingent of patients who should receive specialist narcological care was shown. It was established that the relationship between cash income and poverty of the population with the spectrum of addictive disorders had certain differences. The Tomsk Region's model-based poverty reduction strategy will have a positive impact on the state of mental health of the population of the eastern regions of Russia.
