The task of reforming Russian education: from the logic of «Educational achievements» to the logic of «Human capital»

Defining a main problem of modern Russian education, the author compares two Logics of education: the Logic of the educationaL process, based on academic achievement, and the Logic of the creation of human capital. The article provides the arguments in support of the importance of transition from Learning subordinate principle of «integral human development» to education, dealing with the principle of «the formation of the producing power of the individual». We prove the relevance of the industrial-pedagogical model of A.S. Makarenko in the light of the tasks set by the government in front of our Russian education. The article proposes specific criteria for evaluating the effectiveness of the educational process: the number of graduates working after 10 years of education, where they were born and grew up, the average time that was spend by the graduates of educational institutions on job search and job placement; the number of graduates working within their specialty; the number of patents granted to graduates of educational institutions; the number of graduates who has created a full family 10 years after graduation; the number of children who graduate 10 years after school; the average income of graduates 10 years after school; the incidence rate of alumni 10 years after school; the results of the exams; the amount of charity care graduates.
