Tasks of expert activity in public administration: categorical analysis

Russian legislation does not contain a single normative legal act setting out the basis for the organization of expert activity in the field of public administration. Nowadays, there are many disparate legislative and sublegislative provisions that regulate the examination procedure in individual areas and sectors of public administration. Systematic analysis has shown how varied in purpose and content the tasks of expert activity in public administration are. These are the ones that determine the practical meaning of the executive authorities' powers to organize and carry out expert examinations. However, the issue of systematization of tasks of expert activity in the sphere of public administration remains unexplored in the legal literature. In order to address this gap, the author of the article used one of the categorical methods of dynamic information systems theory - the method of triadic category decoding, which allowed to identify and describe the key tasks of expert activity in public administration.
