Legislative regulation criminal liability for crimes terrorist in Russia before the adoption of the Criminal Code of the Russian Federation 1996

The article considers the decisions of the Soviet (up to 1991) and Russian (up to 1996) legislators to establish criminal responsibility for terrorist crimes. The author analyzes the norms of the 1960 Criminal Code of the RSFSR in force in the Soviet state (with the corresponding amendments), the Federal Law "On Combating Terrorism" of 1998, other regulatory legal acts, scientific publications on the topic of research. It is noted that the accumulated legislative experience, as well as discussions in the expert community, contributed to the formation of the foundations of criminal responsibility for terrorism, which was reflected in the 1996 Criminal Code of the Russian Federation and other subsequent legislative acts.
