The author tried to analyze the legislative establishment in relation to the state and the individual, developed by the civilization of the legal state in comparison with the state of the ancient world. The social nature of the development of individual rights has come a long way in the history of mankind, has accumulated considerable experience, but there are still problems in the relationship between the state and the citizen in terms of free economic relations, which led to the need to identify priority areas of modern state policy.
