Legislative fundamentals of the activities of the federal and local authorities in the field of waste management in Russia and Germany: a comparative analysis

The article presents information on the legislative basis of the federal and local authorities in the field of household waste utilization in Germany and in Russia. European legal acts are the basis of the German legislation in the field of waste management, utilization and recycling. Federal authorities and local governments in Germany tend to tighten penalties for street littering and for dangerous waste utilization in inappropriate places. In Germany, as in all EU states, separate waste collecting is required. By 2035 the waste recycling should reach 65 %. The comparative analysis of the legislation in Russia and in Germany in the field of waste management reveals a serious gap in the Russian legislation i.e. the absence of heavy fines for garbage storage and its utilization in inappropriate places, as well as the absence of separate waste collecting requirements. The authors put forward a number of proposals to improve the legislation efficiency and the work of local authorities in the field of household and street waste collecting, storage and utilization.
