The author examines land-legal regulation from the position of providing the subsoil user with conditions for using the land plots under which the subsoil plot granted to him is located. He identifies controversial aspects of law enforcement activities. As a result of the analysis of land law norms, he substantiates the conclusion about the leading position of legal regulation of subsoil use in regulating land relations and about its special significance for the state and society.
