Zemsky sobors of 1614 and 1650 in the law enforcement context

Regular state bodies that were engaged in the protection of public order and the fight against crime in Russia at the systemic level were formed only in the era of Peter the Great. Before that, the law enforcement function in the Muscovite state was performed by various bodies without a clear delineation of powers. The article examines the features of the influence of two Zemsky Sobors (1614 and 1650) on the state of law and order in the Muscovite state, the decisions of which reflected the inconsistency of various state structures in the implementation of the law enforcement function in connection with events that were, to a certain extent, political in nature. As a result of such inconsistency, violations of public order and socially dangerous acts that took place were not always stopped in a timely manner. It is noted that, in general, the decisions of the Zemsky Sobors should be assessed positively from the point of view of strengthening law and order in the Muscovite state.
