Environmental disaster zones and their legal uncertainty

The article highlights the problems of legal regulation of environmental disaster zones. The work outlines the history of the issue, approaches to the understanding of ecologically disadvantaged areas and their distinction from the emergency situation of ecological character. In particular, distinctions such as time of impact on humans and ecosystems, elimination of consequences, presence of remote effects, degree of pollution and degradation of the natural environment are indicated. Among the problems of legal regulation are the non-systemic nature of existing norms, the lack of a legal concept of an environmental disaster zone. The author examines in detail the draft legal documents, concepts that would overcome the problem of uncertainty of these zones. The need to adopt a unified approach to the study of this issue, the establishment of the legal regime of such territories in order to harmonize the system of environmental law is noted.
