Introduction. The improved level of life of the officers of the Russian Ministry for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters has caused youth interest in service and learning at the higher educational organizations of the Ministry. Meanwhile, the level of school graduates' readiness for the conditions and requirements of studying at educational organizations of the ministry has decreased. Therefore, a relevant area of the research lies in the scholarly visions of cadets' adaptation in the changing cultural educational environment systematized by the authors. Materials and Methods. To analyze and collect the data the authors used the method “Cadets' Adaptation”, a psychological questioning of 60 judgments the cadets are to respond to according to the degree of their agreement (from 1 to 3) followed by the analysis of the results. The questioning covered 423 cadets from 1-5 courses of the Siberian Fire and Rescue Academy who anonymously participated in it. The methods used are content-analysis of the documents, psychological questioning. Results and Discussions. Under study are the problems of adapting cadets of fire-technical higher educational institutions to the learning, scientific research and professional service arising in the changing cultural educational environment and conditions of life activity which directly influence the formation of future officers of the Russian Ministry for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters. The paper describes the results of questioning the learners of the Academy according to the method “Cadets' Adaptation” and proves that the level of the learners' adaptation depends on the life conditions before their entering the Academy and their ethnicity. The authors outline the activities which will contribute to the higher level of adaptation among the cadets enrolled in the mentioned educational organizations. The prospects suggested in the paper lie in the creation of specialized classes at schools which will help form motives, value meaningful attitudes, moral culture, and comprehension of complying with the order and discipline, the feeling of collectivism, diligence and patriotism in future cadets. Conclusions. First-year cadets' adaptation is influenced by their pre-entrance life conditions, ethnicity, culture, cultural customs and traditions.
