Analysis of state and development of oil and fatty sub-complex in Krasnodar region

The oil and fatty sub-complex, along with grain one, is a backbone sector in the agricultural and industrial complex of Krasnodar region. It includes some branches of agricultural production, processing industry, and trade; all of them are joined with purposes to produce and bring to consumers oils for food and technical uses. The organizations dealing with breeding and seed growing of foundation and certified seeds of oil crops, as well as Federal services of registration and certification are the first section of a sector proving the agriculture producers with seeds of varieties and hybrids of oil crops. In current time the budgetary financing of this sector is no more than 20% of the necessary sums. In addition, expansion of impact of seeds of foreign breeding in agricultural sowing in Russia is increased, an amount of counterfeit seeds on a sector market is quite high, and a process of introduction of breeding achievements is quite difficult. A regional sector of production of commercial oil seeds (the second section) includes about five thousand of agricultural enterprises, 13 thousand of personal farms, and more than 880 thousand of personal subsidiary plots. A non-realized potential of growth of gross yields of oil crops is caused by damages of agricultural cultivation technics, failure in crop rotations, damages of a varietal structure of sowings in regions with different climatic conditions and environments, and ineffective usage of means. The third section of a structure is presented by 39 oil processing enterprises: from lower-power factories to major vertically integrated holding companies with a complete production circle and developed market infrastructure. In last years a significant increase of work indicators of processing enterprises is observed in situation of insufficiently stable state of this sector. The situation is specified with increase of powers of oil-extracting plants and increase of a coefficient of available powers usage. The regional deficit in seeds is more than a million ton on nominal capacity. A system approach to analysis of a work of oil and fatty sector of the region showed the necessity to search an organization and economical mechanism which will be able to make more active all sections involved into this process.
