Biometric Identification for Foreigners and Non-Citizens as a Tool forincreasing Security and Protecting the Rights of Russian Citizens

The article examines the process of implementing and developing a system of mandatory biometric identification of foreign citizens and stateless persons in the Russian Federation as a tool forincreasing the level of security and protecting the rights of Russian citizens. The article discusses the challenges of the current migration situation, which are caused by the growing number of migrants and the increasing volume of theirillegal movements. The article analyzes the existing control mechanisms and administrative measures aimed at changing the procedures foridentifying and integrating migrants, as well as the potential legal and technical risks associated with the implementation of biometric systems. Special attention is paid to the positive effect of biometric registration in preventing abuse of the right, reducing the risk of document forgery, and ensuring the social adaptation of migrants, while emphasizing the need for a comprehensive approach to developing a legislative framework that strikes a balance between effective control and personal data protection. The authors conclude that the introduction of biometric identification will improve migration control, reduce the burden on government agencies, and create a transparent registration system that will contribute to the effective protection of national interests and the immediate safety of Russian citizens.
