THe article examines Russian education in the cultural sphere in historical retrospect, the system of training professional personnel in the socio cultural sphere. The author examines the process of crisis phenomena in cultural and educational work of the 90s, which a ected the nature of the professional orientation of training cultural specialists, the structure and content of the educational process. In the new conditions of activity of cultural institutions, cultural and educational work is transformed into several strategic directions, constituting the essence of the activity of the preserved integral system of cultural institutions. Particular attention is paid to the professional competencies of managers of social and cultural activities, which can be conditionally grouped into: professional, related to a speci c technology of work activity; mobile as the ability to e ectively interact with other employees, management and clients; key obtaining new knowledge, adaptation to new requirements and situations.
