Digital Arts Management as a Tool of Cultural Policy: Rethinking Values, Authorship and Identity

Digital arts management is analyzed for the first time as a tool and space for the implementation of cultural policy aimed at achieving a balance between innovation and the preservation of the value foundational of culture. Attention is paid to the transformation of such concepts as art, authorship and identity in the digital environment, as well as to the impact of Fourth Industrial Revolution (Industry 4.0) technologies – blockchain, NFT, 3D modelling, virtual and augmented reality – on the formation of new aesthetic, institutional, and economic models in the cultural sphere. The study reveals fundamental legal and ethical challenges associated with the protection of intellectual property, authentication of authorship, and preservation of digital cultural heritage, which necessitates the development of a comprehensive regulatory framework for the digital sphere. It analyzes the impact of digital technologies on the transformation of social roles and functions of arts management, including the changing relationships between creators of artistic works, institutions, and consumers. The role of digital platforms and new communication formats in audience development and formation of cultural community is examined. The article examines the sustainability and long-term development of digital art initiatives, which require the integration of innovations into traditional practices based on strategic planning and a holistic approach to management. The importance of adhering to ethical standards and protecting cultural identity in the context of digital development is emphasized. It is emphasized that the preservation and strengthening of traditional Russian spiritual and moral values as a priority of state cultural policy gives the digital transformation of arts management an important humanitarian dimension. It is argued that digital arts management is a multifunctional mechanism for solving socio-cultural problems, synthesizing technological, institutional and value changes, and forming a new economic paradigm for the arts and culture sector in the digital age.
