Digital university: a comparative analysis of the strategies of the USA, Germany and China

The COVID-19 pandemic has sharply exacerbated the need to accelerate the digital transformation of socio-economic infrastructure, including higher education. Countries and regions of the world have developed their own unique scenarios for speeding up digital transformation processes, in connection with which the study of foreign experience could be of value for finding successful ideas and tools for digital transformation in Russia. The aim of this study is to carry out a comparative analysis of US, German and Chinese strategies for the digitalization of universities and higher education. Approaches to interpreting the digital university as a concept are presented, and current policies regarding the digital transformation of higher education are characterized. The concepts of “digital campus” and “digital university” are distinguished. Digital transformation strategies are described therein, and recommendations for the Russian higher education system are formulated.
