Specifics of the principles of higher professional education pedagogy are discussed, including simulator-based training. It is noted that differentiated socially conditioned goal setting and assessment as a specific teaching/learning principle facilitates the effective formation of cadet's professional competence. On the basis of analysis of differentiation and integration assessment of the formation level of professional (navigator) competence is proposed. The necessity of introducing a coefficient that takes into account the difference of air navigator work conditions in quasi professional activities (at a specialized simulator) and in the actual flight.
