The paper presents the dynamic cluster model of scientific interaction between pedagogical universities and educational development institutes. The informative characteristics of the following interaction levels – re-source, project, program, and strategic – are described. The aim of the research is to test the developed dynamic model of the cluster interaction between pedagogical universities and educational development institutes in the scientific sphere. To test the model, an objective criterion was used – the quality of education in a particular region. The effectiveness of the proposed cluster model is confirmed by correlations between indicators of the quality of education in the region and the level of scientific interaction between pedagogical universities and educational development institutes. This model describes the levels and characteristics of scientific interaction and does not impose the structure, content and forms of joint activity, therefore it is universal and can describe any existing ways of interaction between educational organizations in the region.
